About Community Asset Transfers

We have invited town and parish councils to register their interest in taking ownership of community assets in advance of Local Government Re-organisation as part of our Community Asset Transfer scheme.

This scheme is entirely voluntary with all applications considered against our Property Disposals Policy.

The objective of the scheme is, where possible, that services and responsibilities for community assets are devolved as close to local communities as practical. Transferred assets should promote or improve the economic, social or environmental wellbeing of District residents.

Based on legal advice from Central Government and our external, independent auditors (Grant Thornton), assets that are used by us for our operations, those that are income-producing or strategic should not be considered for disposal. We also have a legal duty to achieve best value for transferred assets.

Each decision is taken on a case-by-case basis by our Councllors with Cabinet usually taking the final decision. All decisions are informed by professional advice and an assessment of value for money, risk and future impact.
