All parking permits are issued online for a specific car park or controlled parking zone through MiPermit. A virtual permit or visitor voucher will be issued and linked with our parking enforcement system.
Resident parking permits, dusk til dawn permits and visitor vouchers
- To be eligible for any resident permit, dusk to dawn permit or visitor voucher, applicants must be a resident and live within the catchment area for the selected car park or Controlled Parking Zone (CPZ) and live in a property built before 2008 (when the permit scheme was introduced) or converted before 2014 and own the vehicle which is registered at your address or have permanent use of the vehicle.
- Applicants for any resident permit, dusk 'til dawn permit or visitor voucher will need to provide documentary proof of:
- A - Residency. Acceptable documents include:
- Council tax bill, a utility bill, bank statement no more than three months old
- Tenancy Agreement or a signed letter from your landlord confirming your tenancy
- Drivers’ licence
- B - Vehicle. Acceptable documents include:
- the vehicle registration document (V5) showing your name and permit address
- a letter on headed paper from your employer stating the vehicle details, registration and that you have full time use of this company vehicle at the permit address
- a copy of the vehicle lease/ hire agreement showing your name, permit address and vehicle details
- a valid insurance policy schedule showing your name, permit address and vehicle details.
- A - Residency. Acceptable documents include:
- The Council reserves the right to carry out spot checks on resident, dusk til dawn permit or visitor voucher holders by requesting proof of address and vehicle at any time. If requested to do so, you must produce evidence of address and/or vehicle within 10 working days of such request. Failure to produce the required evidence may lead to the Council revoking the permit or voucher with no refund
- All resident, non-resident, dawn til dusk permits or visitor voucher may only be used in the car park or controlled parking zone (CPZ) for which it has been issued. You cannot use your permit or voucher until you are notified that the application has been authorised. Please allow up to 3 working days for your permit or voucher to be authorised.
- A virtual permit or voucher will be issued and therefore a paper permit does not need to be displayed in the vehicle.
- Failure to renew a permit before or on the expiry date may result in a Penalty Charge Notice being issued.
- A permit or voucher does not guarantee a parking space.
- Applications should be made online via the Council’s website. Any applicant who requires assistance with submitting an online application should contact MiPermit on 0345 520 7007 for assistance.
- Your resident parking permit, dusk til dawn permit or visitor voucher application will require authorisation before it is issued. Your payment will be held by MiPermit until your permit is approved or rejected. If your application is approved, your payment will be processed. If your application is rejected, your payment will be returned to your account. The money can take up to 5 days to appear back in your bank account.
- Non-resident permits will be authorised automatically.
- The Council reserves the right to refuse issue of a permit or voucher or to cancel a permit or voucher in the event of misrepresentation or the supply of fraudulent information.
- Temporary changes of your vehicle details can be made using the online portal to cover periods of up to two weeks when a courtesy or temporary vehicle is in use. Documentation may be requested by Parking Services for any temporary vehicle. If no documentation can be provided for any vehicle, the permit may be cancelled.
- A permit holder must cancel their permit on the occurrence of any of the following events:
- A - The permit holder ceases to own or use the vehicle in respect of which the permit was issued, unless there is a permanent change of vehicle in which case the permit can be amended online and evidence is submitted as stated in Clause 2.
- B - They no longer live in the catchment area for that car park or controlled parking zone
- Permits can only be allocated to one vehicle at a time. You may only allocate a vehicle that is owned or operated by a resident of the property. The Council will request supporting documentation for any vehicle using this permit. If no documentation can be provided for any vehicle, the permit may be cancelled.
- Visitor vouchers are valid until midnight on the day that they start. The vehicle registration number is to be entered online, or through the MiPermit app when the vehicle arrives at the parking space.
- Permits or vouchers may not be sold and are non-transferable except to other persons within your household using the same vehicle.
- The Council reserves the right to cancel a parking permit or voucher for any reason at any time subject to giving the permit holder seven days written notice. Where the Council cancels a parking permit or voucher a pro-rata refund for the remaining full months of the permit will be made or the value of the vouchers will be refunded. Where a permit or voucher is cancelled because of fraud or misuse the you will not be eligible for a refund.
- The permit may only be used for vehicles licensed as Private or Private Light Goods Vehicles.
- The Kent County Council (Various Roads, District of Sevenoaks) (Waiting Restrictions and Street Parking Places) (Consolidation) Order 2024, as amended from time to time, applies to the issue and use of permits.
- You can cancel your permit at any time by logging on to the online portal.
- Refunds will only be given for unexpired complete calendar months.
- Exclusion of Liability - The Council does not undertake to supervise the parking place and will not accept any liability for loss or damage to motor vehicles or their contents howsoever caused, or injury to any person howsoever such injury is caused, unless or to the extent caused by proven negligence of the Council, its representatives or agents.
- Variation of Terms and Conditions - By applying for or purchasing any type of permit, the holder:
- A - certifies that all the information provided in the application process is correct;
- B - accepts the Council’s terms and conditions as varied from time to time; and
- C - acknowledges that they are bound by and agrees to comply with the relevant Traffic Regulation Orders which may be varied from time to time.
- The Council reserves the right to amend these terms and conditions, application procedures and the relevant Traffic Regulation Orders and at any time.
- Any contravention of these Terms and Conditions will render the permit or voucher invalid and a Penalty Charge Notice may be issued for any parking relying on a permit that is therefore rendered invalid.
- Data Protection and Fair Processing Notice for Forms
- A - The Council is under a duty to protect the public funds it administers, and to this end may use the information you have provided on this form for the prevention and detection of fraud. It may also share this information with other bodies responsible for auditing or administering public funds for these purposes.
- B - The Council will investigate any cases of suspected fraud or misuse of the permit. If the Council finds evidence of fraud or misuse it will suspend the permit and withdraw the facility to purchase Permits. The Council may also cancel permits already purchased, which may render the vehicle owner liable to pay a penalty charge and possible vehicle removal and subsequent storage fees. The Council may also prosecute vehicle owners where they consider that fraud or intentional misuse has taken place.

- D - All information processed by the Council shall otherwise be carried out in accordance with our Privacy Notice
