We are consulting on our updated Hackney Carriage and Private Hire (or taxi) licensing policy.
The main aim of the Policy is to protect the public. The policy also acts as a guide for applicants, decision makers and anyone commenting on a licence or an application. It ensures applications are dealt with consistently and on their own merits.
A Hackney Carriage is any licensed vehicle and driver who has been checked by us as a ‘fit and proper’ person to accept bookings from a rank or from being hailed in the street. They may also take pre-booked fares.
Private Hire is any licensed vehicle, driver and operator who accepts a pre-booked fare only.
Proposed changes to the Policy
The current Policy was approved in 2016 with other minor changes in April 2019.
The proposed changes to the new Policy include:
Dual Driver Licence – A new combined Hackney Carriage and Private Hire drivers’ licence. This would allow the licence holder to drive both Hackney Carriage and Private Hire vehicles
Executive vehicles – Further information on the standards a vehicle must meet in order to be awarded a Plate Exemption Letter
Tinted windows – 50% transparency removed and replaced with Road Vehicles (Construction and Use) Regulations requirements
VOSA write-off categories – the Policy reflect changes to VOSA categories
Removal of engine sizes – Stated engine size has been removed from the Policy. Instead each vehicle will be determined on its own merits.
Other minor changes – changes to the wording of Penalty Points, Criminal Disclosures, Safeguarding, transporting Assistance Dogs and internal procedures.
