Applying for a disabled parking place on the road

The District Council works in conjunction with Kent Highways, Kent County Council's highway division, to administer the County Council's policy on the provision of disabled parking places on the road.

Any blue badge holder can request a disabled parking place, but there are a number of criteria (introduced by Kent Highways, reflecting national policy) that must be met before a bay can be provided.

In order for an application to be successful you must fulfil all the criteria as follows:

1   The application must be made in the name of one registered disabled person who is resident in the road.

2   You must hold a valid blue badge (a photocopy of both sides of the badge must be enclosed with the application form).

3a  If under 65 you must be in receipt of entitlement to the higher rate disability living allowance (mobility component), or a similar war pension – (a photocopy of this must be enclosed with the application form)
3b  If over 65 you must be in receipt of entitlement to the higher rate attendance allowance and/ or other mobility allowance or war pension (a photocopy of this must be enclosed with the application form).

4   There must be no space available for parking your vehicle within the boundary of your property, such as a garage or driveway.

5   There are parking problems within the road (you regularly have difficulty finding available space on street close to your property).

6   There must be no existing parking restrictions in place (i.e. yellow or double yellow lines).

7   Existing disabled parking bays in any one street should not exceed 5% of total parking places available.

8   The bay is not required at a location, which may compromise public safety i.e. on a bend or the brow of a hill, close to a junction, within the turning head of a cul-de-sac or where the road is narrower than 5.4 metres.

9   The road must be owned and maintained by Kent County Council.

10  The provision of a disabled persons parking bay must relieve congestion on the public highway.

If you fail to meet any of these criteria, then your application may not be allowed.

You must ensure that you are able to meet all the criteria before making your application.  Guidance notes are included with the application form and these should be read before completing the application form. Sevenoaks District Council's disabled bay application form and notes ( PDF File 326KB file details)
