Proposals for development within the District are assessed against policies prepared by the Council and set out in its Development Plan. The Development Plan, under the Town and Country Planning Act 1991, comprises the Kent and Medway Structure Plan 2006 and Sevenoaks District Local Plan Adopted 2000. Proposals will also be assessed against government policy and guidance, contained with Planning Policy Guidance Notes, gradually being replaced by Planning Policy Statements, and Regional Planning Guidance, prepared by the Government Office for the South East. The Development Plan also reflects policies and guidance within those documents.

The Government has replaced the planning system under the Planning and Compulsory Purchase Act 2004 and the Structure and Local Plan system is being replaced with Regional Spatial Strategies and Local Development Frameworks. The South East England Regional Assembly is in the process of preparing the South East Plan, which will replace the current Structure Plan. The Council is currently working to review the Local Plan and replace it with a Local Development Framework.
