There are two ways to submit planning application forms and pay your fees to Sevenoaks District Council via the national '1App' system: over the Internet or by completing paper forms.
Apply online
Most '1App' planning application forms are available online via the Planning Portal website. They can be completed and submitted online together with the necessary documentation and the correct fee. Click on the Planning Portal link below and follow the on-screen instructions.

Paper forms
Most '1APP' planning application forms can be downloaded via the Planning Portal website and then posted back to the Council with the necessary documentation and payments. Alternatively paper copies of the forms are available from the Council's Planning team on request.

All planning applications submitted to the Council must be done so using only '1App' application forms. Applications that are not submitted on 1App forms will be regarded as invalid.
Below are the validation checklists and advice notes detailing the information which must be submitted in order for an application to be registered as valid. The relevant checklist should also be submitted with your application to assist the Validation Team in registering your application. Fees
Applicants have by law to pay a fee to the Council when making an application. Planning application fees and Other Planning Fees, which are charged according to a nationally laid-down scale, are available from the Council.

Design and Access Statements
Design and access statements are required to be submitted with all planning applications unless either the type of application or development falls into one of the categories on the design and access statement requirements list (

Design and access statements are documents that explain the design thinking behind a planning application. For example, they should show that the person applying for permission (the applicant) has thought carefully about how everyone, including disabled people, older people and very young children, will be able to use the places they want to build. Statements should include a written description and justification of the planning application. Sometimes photos, maps and drawings may be needed to further illustrate the points made. They will be available alongside the application for anyone to see, so should avoid jargon or overly technical language. It is important that they are written specifically for the application they accompany. They need not be very long, but the amount of detail they contain should reflect how complex the application is. So, a statement for a major development is likely to be much longer than one for a single building. Design and access statements will be required for Listed Building Consent. When submitted with a corresponding planning application one single statement should cover both. It should contain the normal information as required for all design and access statements but there are some additional components which should indicate how the design has taken account of;
