Appeals can be made against the decision (or non-determination) of an application submitted to the Council.
All appeals are dealt with by The Planning Inspectorate that is part of the Department of Communities and Local Government. It deals with planning appeals for England from its Bristol office.
If you wish to track progress on an appeal, this is possible through the Planning Casework Service, part of the Planning Portal. You will need the Planning Inspectorate reference number, or the address of the appeal site. This service is not available from 2am to 5am as this is when the database is maintained and updated.
In addition information about on-going or decided appeals is also available via the Public Access section of this website.
You can appeal in the following circumstances:
(i) If you applied to the Council for planning permission, and it:
(ii) If the Council rejected a proposal arising from a condition or limitation on a planning permission.
(iii) If the Council does not decide your application within the time allowed. Normally the time allowed is eight or 13 weeks from when it accepts your application.
(iv) If the Council told you that they needed more information before they could decide your outline planning application, but you do not want to supply this.
Full details about how to appeal as well as details of the various methods of appeal, including relevant forms and guidance notes, can be found on the Planning Inspectorate's website.
3rd parties in appeals
If an application has been refused by the Council and the applicants have appealed then you are able to make your views known to the Planning Inspector and in some cases give your evidence verbally. The Council will send The Planning Inspectorate copies of any letters of support or objection which it received about the planning application.
If you want to make comments (or add to those already made) you must make sure that you send them to The Planning Inspectorate within the time limit given in your letter from the Council telling you about the appeal. This is within six weeks of the date that The Planning Inspectorate accept the appeal (they call this 'the starting date'). They will not normally accept comments sent late. Instead they will return them to you. This means that the Inspector will not take them into account.

Further guidance about how to take part in the appeals process, the conduct of Informal Hearings and Inquiries etc is available on the Planning Inspectorate's website.
If you would like to view any documents relating to the application or appeal this can be done at the Council Offices. It is recommended that you arrange a convenient time to view the files to ensure that they can be made ready for your arrival.
