Comprehensive Area Assessment (CAA) was the framework for the independent assessment of local public services in England between April 2009 and June 2010. The CAA consisted of two major elements, the Area Assessment which looked at how well local public services were working together and the Organisational Assessment which looked at the Council’s Use of Resources and how well it Managed Performance.
Sevenoaks District Council CAA Result
On 9 December 2009, Sevenoaks District Council was announced as 'Performing Excellently' by the central government body, the Audit Commission.
Sevenoaks District Council scored four for both its Use of Resources and how well it Managed Performance, the highest possible score. Only three other councils, of the 356 in England, achieved this score, which placed Sevenoaks in the top one percent of the highest performing councils nationally.

Comprehensive Performance Assessment (CPA)
Comprehensive Performance Assessment (CPA) was the framework for the independent assessment of local public services in England between April 2003 and March 2009. Each Council had to submit a self-assessment of its strengths and weakness to the Audit Commission and this was followed up by an on-site inspection usually lasting about week.
CPA was made more rigorous in 2007 with a special focus on value for money and the delivery of front line services before being replaced by the Comprehensive Area Assessment from 2009.
Sevenoaks District Council CPA Results
The Council was first inspected in March 2004 when it was classed as a 'Good' Council. In 2006 it volunteered to help pilot the Audit Commission's more rigorous CPA methodology and was tested again for real in the spring of 2007.
On 10 July 2007, Sevenoaks District Council was announced as an 'Excellent' Council by the central government body, the Audit Commission.
The Council scored 58 points out of a possible 60, giving it the highest score of any district council under the new, much tougher, CPA.

Use of Resources
Use of Resources was an assessment carried out each year by the Audit Commission between 2005 and 2009 as an integral part of the Comprehensive Performance Assessment. It assessed how well Sevenoaks District Council managed its finances and provided value for money.
Use of Resources for councils covered five themes: financial reporting, financial management, financial standing, internal control and value for money. Each theme was assessed on a scale of 1-4, with scores of 4 being the highest. An overall Use of Resources score is also determined by bringing together the scores for each theme.
In 2008 the Council scored Level 4 for Use of Resources for the third consecutive year.

Corporate Plan
The Corporate Plan set out the Council’s vision and priorities for the period of 2009 to 2012. It set out our plans to deliver excellent services, including how we manage our business, money and resources.
The Council is committed to providing strong community leadership, delivering value for money services, being governed well, being accountable and transparent, listening to and involving our residents and stakeholders, and focusing on what matters to our community.
