In the first instance, you are advised to attempt to resolve any problems informally with the licence holder. Tell them about the problems you are experiencing and give them the opportunity to resolve matters.
If this is not successful you need to build your case. In all cases you should keep a diary of incidents of noise or anti-social behaviour, but it is also helpful to report your complaint to the Council or the police, even if action cannot be taken at that time.
In this way information can be built up so the relevant authority can take action.
